The committee formed to strengthen discipline and control accidents in the road transport sector has recommended the issue of instructions not to sell motorcycles to any person without a valid driving license.

The committee has also recommended several rounds of the safety of motorcyclists and riders, including the use of separate lanes, standard helmets.

The recommendation to strengthen the discipline on the road is to impose the motorcycle buyer to be required to be a valid driving license, and Issuing instructions not to sell a motorcycle to a person without a valid driving license.

The BRTA will implement this recommendation with the help of the traffic police and the highway police, and the implementation of this recommendation as a result of the immediate action will reduce the trend of purchasing the motorcycle of teenagers or minors, and the committee believes that road accidents will be reduced to a large extent.

The recommendation suggests driving licenses to drivers of motorcycles.

‘The number of motorcycles registered across the country is about 25 lakh. In contrast, the number of motorcycles with driving license is about 9 lakh. To eliminate the huge difference in the number of motorcycle and licensed motorcycle drivers, it is necessary to provide licenses through examination under a crush program. In this case, the examination through the driving competency test board is time-consuming by the BRTA and police committees.’

The BRTA will implement the recommendations of the short-term with the help of the police, and the committee believes that if the recommendations are implemented, the number of unlicensed drivers on the roads and highways will be reduced and order will be restored in the road transport sector.

It has been recommended to verify the feasibility of providing bicycle or motorcycle lanes on roads where the use of bicycles or motorcycles is more through the necessary survey.

‘The use of bicycles is constantly increasing in the capital. Separate lanes are made for the bicycle for the safety of cyclists. It is possible to provide such arrangements on the roads of Dhaka and plan a study on which roads can be done and how it can be done.’

As a quick action, it is recommended to implement DTCA with the help of engineering research services and consulting organizations in road safety and implementation of this recommendation through Dhaka South City Corporation and the safety of bicycle-motorcycle riders.

It is also recommended to make motorcyclists and bicycle riders aware of the use of quality helmets, to ensure the use of quality and safe design of helmets.

The committee believes that NGOs and government or private organizations have been referred to as implementing organizations as BRTA and police as implementing organizations. If the recommendations are implemented, the committee believes that the number of casualties can be controlled by head injuries.

On August 22, the recommendations were handed over to the Minister of Transport and Bridges Obatadul Quader in the Secretariat under the leadership of Shahjahan Khan, the former Minister of Shipping and Executive President of the Workers' Federation.

Obatadul Quader said the committee identified the cause of the accident and finalized the report with recommendations, with 111 recommendations, including 50 short-term, 32 short-term and 29 long-term.

The Minister of Road Transport said that the recommendations will be presented in the meeting of the Road Safety Council on September 5.
