Kamalnagar Upazila of Laxmipur has created a new controversy over the distribution of tender work under the OTM (Open Tendering Method) method under the Directorate of Engineering and Technology (LGED) of the Government of Engineering (LGED).
According to the complaint, tenders are called multiple times against the work of ADP and Upazila Revenue Development sector in the financial year 2025-26. The tender will be called in 7 packages in OTM system as per the latest notification No. 06/2025-26.
Local contractors complain that the packages were distributed through lottery on April 13, 2026, which is against the government crunch policy (PPR), even though it is not complying with the work allocation based on the competitive assessment among the participants in the OTM system.
They also alleged that the contractors who did not graft the schedule of the OTM system, also included this lottery process, which the actual participating contractors were deprived of and the entire process was questioned.
The local conscious community claims that if the lottery system is followed without ensuring the transparency of the tender, it paves the way for corruption and there is a danger that the quality of the government's development activities will be damaged. They have sought the intervention of the concerned higher authorities to investigate the issue and take action.
