Former President Jatiya Party founder chairman Pallibandhu Alhaj Hussain Mohammad Ershad introduced the upazila system on 23 October 1984 to decentralize the administration. As a result, the administrative service reached the doorstep of the people.
After the fall of the Hussain Mohammad Ershad government in 1990, the BNP government canceled the upazila parishad system every year on October 23.
